Hong Kong despatch to Becretary of State
for the Colonies of 10th November. Sinking of
fishing junks by submarine.
His Majesty's Goverment cannot but accept
report. The junks were technically Chinese and
not registered in Hong Kong but were licensed in
Hong Kong for revenue purposes and to ply in Hong
Kòng waters, and habitually did so. Some of
however were owned by British subjects: there
were British subjects on board, and among the
survivors; and any of those killed must also
have beɛn British.

His Majesty's Government have therefore
necessary 1ocus standi for a protest. Legal
grounds for this are as follows: (1) that there
was a direct and deliberate attack on
non-combattants
